collapsed.  Checks of other buildings built by the same firm under the 
same agreement showed faults with a number of them as well.  Basically 
the work had not been of good quality and if things go wrong then the 
statutory authority has to pick up the tab.<<<

No worries as to quality, as there's so many watchdogs, both pro and con, on this one that no one with anything other than unlimited gold stars in their quality crown would be allowed to touch it.

As for funding, the only "public" part will be the eventual Prop 218 vote to get taxpayer approval to institute a new assessment to pay for it.
