His erraticism also makes it harder for his opponents to develop an 
effective and coherent strategy. It's rather like fighting against 
guerillas and terrorists. You never know where the next attack is coming 
from. Roy Cohn was also an aide to McCarthy, another one with a 
scayyergun approach.
