This article is a nice discussion of how in fact the Church almost approved
jettisoning birth control constraints. Had John XXIII not died, things may
have been different.

In one of his books, Fr. Andrew Greeley dramatizes the commission by having
his fictional married couple participate in the commission (patterned after
the real American couple who participated and brought mounds of evidence
for why the Church needed to end its ban on birth control. When the Papal
commission gave its report in favor of ending prohibition of birth control,
35 of the 40 active members favored the report. It was kind of
overwhelming; the faithful assumed it was a done deal; many spontaneously
stopped using birth control. Then, as we know, Humanae vitae came out, and
every single index of church health has been pretty much in free fall ever
since.
Three bishops secretly went to the Pope and told him if he went along, it
would erode the authority of the Church; they didn't count of the
destruction of confidence in the integrity of the Church.
