I think that he is demonstrating to what lengths he will go to protect 
himself - i.e. punitive  behavior. Meanwhile, it is clear that those who I 
consider the 'good guys' are in slow-and-steady-wins-the-race mode, as so 
many of these loose ends that DT is playing whack-a-mole with  are beginning 
to draw tighter and tighter to an inevitable conclusion.  The 60 minutes 
interview, is an intriguing development as well... someone with a white hat 
may be willing to pay the 'fine' in order to continue advancing the Stormy D 
story out front and center. You can't make this stuff up.  Sigh. It would be 
fascinating to watch if it was not our country hanging in the balance.
